Rebates vary based on tier, sales volume, and submitted transactions. Base incentives may start around $0.005 per transaction. Additional uplifts are possible through loyalty programs, consistent reporting, verified adult customers, and promotional engagement. Payouts differ by store and region.
It depends on which tier you want to join—the program is structured in four tiers (Tier 1 through Tier 4), each building on the previous.
- Tier 1: Submit your scan‑data reports (transaction‑level tobacco sales) weekly.
- Tier 2: In addition to Tier 1, you need implemented Age Verification Technology (AVT) in your POS system and offer Altria loyalty‑based digital coupons/offers.
- Tier 3: On top of Tiers 1 & 2, you must support Electronic Age & Identity Verification (EAIV), assign loyalty ID to ATC 21+ consumers when redeeming offers, show Altria‑branded offers at the top position in your digital platform, send periodic digital communications to verified adults, and submit relevant digital data files.
- Tier 4 (2026): All prior requirements plus enable Personalization Plus (P+) via Altria’s P+ APIs—enabling personalized promotions/offers to verified adult consumers, plus the ability to deliver targeted communications, maintain data & activity logs, and ensure accurate product/SKU‑level data reporting.
- For Tier 1 (basic)—no, you're just submitting scan sales data. But as you move to higher tiers (Tier 2, Tier 3, and Tier 4), age/identity verification becomes mandatory as part of compliance requirements.
- Tier 2 requires Age Verification Technology (AVT).
- Tier 3 and above require Electronic Age & Identity Verification (EAIV) to ensure adult consumers (ATC 21+) are valid before applying offers/discounts or loyalty benefits.
To reach Tier 4 under the 2026 DTP, your store must meet all prior tier requirements: scan data submission, AVT or EAIV, loyalty programs, digital offers, and age/identity verification.
Then, you must enable Personalization Plus (P+) via Altria’s APIs, allowing targeted promotions and communications for adult tobacco consumers (ATC 21+) based on purchase and loyalty ID history.
Your POS or digital platform must support P+, loyalty ID segmentation, product-level reporting, and targeted communications (email, in-app, etc.) for age-verified customers. Once compliant, your store can be elevated to Tier 4, often with guidance from approved technology partners.
P+ is a DTP feature that enables personalized, data-driven promotions for verified adult tobacco consumers (ATC 21+).
It allows retailers to deliver targeted offers based on purchase history and loyalty ID, instead of one-size-fits-all discounts. This supports refined marketing strategies like personalized coupons, tailored digital ads, and tracked incentives—leading to higher redemption rates and increased revenue per customer.
Tier 3: Requires scan data submission, EAIV, loyalty programs, digital offers, age-verified redemption, and some digital communications and reporting.
Tier 4: Includes all Tier 3 features, plus P+ capabilities, advanced loyalty ID segmentation, store-wide digital campaigns for age-verified adults, product-level reporting, and broader incentive access.
Tier 4 is designed for high-performing retailers focused on maximizing rebates, customer engagement, and compliance through data-driven promotions.
Not necessarily at the basic level. For simple scan‑data reporting (Tier 1), you’re only reporting transaction‑level sales data (product, quantity, discounts/promo usage), not necessarily customer personal information.
However, if your store participates in higher tiers (Tier 3 or Tier 4) and uses loyalty ID, EAIV, or P+, then age/identity verification (and possibly minimal loyalty ID data) will be involved for customers who redeem offers.
Whether “personal information” beyond loyalty ID or age verification is required depends on how your store and loyalty platform are configured. But core scan data reporting—on its own—doesn’t necessarily need personal customer data.
Scan data is typically submitted weekly, with monthly payments issued.
Manual submission is possible, but using a POS system like FTx POS automates the process, captures all eligible sales, reduces errors, and ensures timely, compliant reporting.
Failing an audit or submitting inaccurate reports may temporarily suspend rebate eligibility. Common issues include missing or late data, incorrect SKUs, or misapplied promotions. Once corrected and resubmitted, eligibility is usually restored. Automation via FTx POS reduces the risk of failed audits.
Altria’s program primarily applies to tobacco. POS infrastructure may support other restricted categories like alcohol, but rebates and tiered incentives are generally limited to tobacco products.
